INVITATION TO APPLY FOR PRE-QUALIFICATION For Wastewater 2026 JOB ORDER CONTRACT

Background
Fairfax County is seeking pre-bid qualifications for a Job Order Contract for the construction of multiple linear wastewater projects. This initiative is part of the Department of Public Works and Environmental Services' mission to maintain and improve the wastewater infrastructure within the Fairfax County Integrated Sewer System, which spans approximately 234 square miles. The contract aims to facilitate ongoing construction tasks related to wastewater collection systems over a five-year period following the contract award.

Work Details
The Job Order Contract will cover various linear wastewater construction services, including but not limited to:

1. Gravity sewer installations and extensions, including new sewer pipes, manholes, or other related structures for new or CIPP-lined sewers;
2. Force main replacement/repair;
3. Manhole rehabilitation and replacement;
4. Meter repair and replacement;
5. Interceptor system improvements;
6. Asset condition assessment for sanitary sewer or stormwater infrastructure;
7. System operation and maintenance improvements;
8. Sanitary sewer and storm sewer cleaning and inspection;
9. Bypass pumping systems;
10. Trenchless and open-cut sewer rehabilitation;
11. Stream restoration and miscellaneous site improvements related to sanitary sewer or stormwater construction or maintenance.

Period of Performance
The contract duration is one year from the Notice to Proceed, with an option for Fairfax County to extend it for three additional one-year terms.

Place of Performance
The work will be performed at various locations throughout Fairfax County, Virginia.

Bidder Requirements
Only firms that have been pre-qualified according to the procedures outlined in the Pre-qualification Application will be eligible to submit task order proposals or bids for these projects. Applicants must demonstrate at least ten years of experience as a full-time construction contractor holding or eligible to hold a Virginia Class A contracting license, provide details of similar projects completed in the past seven years, and meet safety resolution requirements set by Fairfax County.
