Interpretation Services

Background
The Virginia Workers’ Compensation Commission (VWC) is soliciting proposals to establish a contract for on-site or Web-EX interpreter services for non-English speaking parties and witnesses during evidentiary hearings. The VWC conducts approximately 1,000 trial-type hearings annually across 27 locations in Virginia, with a significant portion requiring Spanish interpretation. The goal of this contract is to ensure effective communication during these hearings.

Work Details
The contractor will provide foreign language interpreters upon request for all Commission evidentiary hearings involving non-English speaking parties or witnesses who do not have their own interpreter. Interpreters must be present at the hearing location at the required date and time, with all interpretation conducted in consecutive mode. Hearings typically last up to two hours, which will be the minimum billable time.

For virtual hearings, interpreters must have reliable audio and video connectivity and meet specific technical requirements including internet speed and equipment specifications.

Period of Performance
The contract period is from January 1, 2026, through December 31, 2028, with the option to renew for up to four additional one-year terms.

Bidder Requirements
Offerors must comply with specific requirements including providing a Small Business Subcontracting Plan detailing efforts to utilize small businesses. They must also have valid registrations and certifications as required by the Commonwealth of Virginia. Proposals must include pricing schedules for services rendered in different languages and travel costs. Additionally, contractors must maintain appropriate insurance coverage as specified.
