Description

The Commonwealth of Virginia, Indigent Defense Commission, hereinafter referred to as Commonwealth or VIDC or State , is issuing this Request for Proposals (RFP) withthe intent to solicit sealed proposals to establish a term contract with one qualified vendor, through competitive negotiation, for the provision of an enterprise-wide, internet based Investigative, Public Record, & Information Research Software
Background
The Commonwealth of Virginia, Indigent Defense Commission (VIDC), is issuing this Request for Proposals (RFP) to establish a term contract with one qualified vendor for the provision of an enterprise-wide, internet-based Investigative, Public Record, & Information Research Software. VIDC is an independent agency under the Judicial branch of the Commonwealth, staffed by approximately 700 employees including 60 investigators handling an annual case load of about 90,000 cases. The goal of this contract is to provide a comprehensive solution that meets the needs outlined in the Statement of Needs.

Work Details
The contractor shall provide all labor, supervision, travel, equipment, and supplies necessary for unlimited internet-based access to an Investigation, Public Record, Information Software database for approximately 60 users. The solution must be operational within 30 days from contract award and include:

1. Password protection to prevent unauthorized access.
2. Monthly reports of user activity in electronic format.
3. No limits on simultaneous users or access time.
4. Instructor-led training covering accessing and navigating the web portal, conducting searches (simple and complex), saving results, and using online help.
5. Technical support including telephone assistance.
6. A mechanism to automatically terminate sessions after 10 minutes of inactivity.
7. Capability for real-time public record searches including people locator databases and adverse court filings.

Period of Performance
The initial term of the contract is three years (36 months) with two optional two-year renewal periods.

Place of Performance
The services will be performed primarily within the Commonwealth of Virginia.

Bidder Requirements
Vendors must be registered in eVA (Virginia’s e-procurement system) prior to proposal submission. The contractor must maintain specific insurance coverage including Workers’ Compensation, Employer’s Liability, Commercial General Liability, and Automobile Liability as required by Virginia law.
