Description

The Virginia Department of Rail and Public Transportation (DRPT) announces the availability of funding for additional intercity bus services. Through a recent needs assessment conducted by DRPT (DRPT I-64 Intercity Bus Expansion Final Report - March 2024) which examined gaps in existing service, potential ridership, operational costs, and public input, several alternatives were developed which seeks to implement an additional intercity bus route along I-64. The route identified aims to connect the Hampton Roads region to the Shenandoah Valley with service ranging from Virginia Beach to Harrisonburg.
Background
The Virginia Department of Rail and Public Transportation (DRPT) is seeking to enhance intercity bus services through the implementation of a new route along I-64, connecting the Hampton Roads region to the Shenandoah Valley. This initiative follows a needs assessment that identified gaps in existing services and aims to expand the state's intercity bus network, which includes routes established since 2017 under 'The Virginia Breeze Bus Lines.'

Work Details
The contractor will provide turnkey intercity bus services along the I-64 corridor from Virginia Beach to Harrisonburg. Services must include:

- All vehicles and equipment
- Sufficient staffing for daily operations
- Year-round service on the proposed route
- Obtaining all necessary permits and insurance
- Conducting maintenance
- Retaining records
- Entering into agreements with other carriers for interline ticketing
- Assisting with bus stop relocation and installation of signage.

Proposed stops may include Virginia Beach, Norfolk, Newport News, Williamsburg, Richmond International Airport, Charlottesville, Staunton, and Harrisonburg. The service must operate at least one round-trip per day, seven days a week, including holidays. The projected run time is between 6 to 7 hours.

Period of Performance
The initial contract period is two years from the date of award, with an option for three additional one-year renewals upon mutual agreement.

Place of Performance
Services will be performed along the I-64 corridor in Virginia, specifically connecting Virginia Beach to Harrisonburg.

Bidder Requirements
Offerors must be registered vendors with eVA and comply with all federal and state requirements related to the 5311 program. They must demonstrate commitment to SWAM (Small Women and Minority-owned) participation with a goal of 25%. Offerors should have an approved Drug and Alcohol Policy in compliance with FTA regulations.
