Inoperable Vehicle Towing Services CD-25-04

Background
The County of Louisa, Virginia is issuing this Request for Proposals (RFP) to establish a contract with a towing company for the removal of inoperable vehicles flagged under the County Ordinance, Section 74-86.
The goal is to address the issue of numerous inoperable vehicles across various properties in Louisa County, ensuring their removal on an 'as-needed' basis while providing cost-effective solutions for taxpayers.

Work Details
The Contractor will be responsible for removing inoperable vehicles from both public and private properties as directed by the County. This includes:
1. Providing all necessary labor, materials, tools, equipment, machinery, and transportation (including fuel) for towing services.
2. Ensuring that towing equipment is of adequate size and capacity.
3. Employing experienced and properly licensed operators/drivers; unsuitable operators must be replaced at the County's request.
4. Handling all title issues related to the vehicles being towed.
5. Conducting removals only during daylight hours from Monday to Friday.
6. Responding to removal notices within 24 hours.
7. Maintaining a professional demeanor when interacting with property owners and following all required protocols if requested to leave a property.

Period of Performance
The contract period is yet to be determined but will include two successive one-year renewal terms upon mutual agreement between the Contractor and Louisa County.

The services will be performed within Louisa County, Virginia.
