Inmate Communications

Background
The Southwest Virginia Regional Jail Authority (SWVRJA) is seeking a qualified vendor to provide a comprehensive inmate communications solution. This includes inmate telephone services, video visitation systems, and correctional-grade tablets for inmates across four facilities: Abingdon Regional Jail, Duffield Regional Jail, Haysi Regional Jail, and Tazewell Regional Jail.

The goal of this contract is to enhance communication options for inmates while ensuring compliance with security and operational standards.

Work Details
The vendor will be responsible for providing, installing, and maintaining the following services and equipment:

1. Inmate Telephone System (ITS) - A system that includes inmate and visitation telephone sets, TDD units, and video relay service units.
2. Video Visitation Solution (VVS) - A system that allows video visitation sessions between inmates and their families or legal representatives.
3. Correctional-grade Tablets - Tablets designed for inmate use that include educational applications and secure access features.

The vendor must also provide details on installation requirements, environmental conditions for equipment operation, backup power supply specifications, and any necessary modifications to existing communication rooms.

Period of Performance
The contract will commence upon award and will continue throughout the installation phase followed by ongoing maintenance as specified in the proposal. The proposal due date is set for October 15, 2025.

Place of Performance
The services will be performed at four facilities located in Virginia:

- Abingdon Regional Jail Facility (15205 Joe Derting Rd., Abingdon, VA)
- Duffield Regional Jail Facility (1037 Boone Trail Rd., Duffield, VA)
- Haysi Regional Jail Facility (1550 Kiwanis Park Rd., Haysi, VA)
- Tazewell Regional Jail Facility (115 Court St., Tazewell, VA).

Bidder Requirements
Vendors must comply with the Virginia Public Procurement Act and demonstrate their ability to meet all mandatory requirements outlined in the RFP. Additionally, vendors must not be currently debarred from submitting proposals in Virginia and must maintain appropriate insurance coverage as specified in the RFP.
