Indirect Cost Recovery Rate Calculation Services

Background
The Commonwealth of Virginia Department of Wildlife Resources (DWR) is seeking proposals for professional accounting services to establish Indirect Cost Rates. This initiative is part of DWR's ongoing efforts to recover indirect costs associated with federal grants and contracts, particularly those with the U.S. Department of Interior. The goal is to develop a cost allocation plan and multiple rates for the recovery of indirect costs for state fiscal years 2026 through 2030.

Work Details
The contractor will provide Indirect Cost Recovery Rate Calculation Services, which include:

1. Development of rates to maximize indirect cost recovery for DWR programs in compliance with U.S. Office and Management Circulars A102 and A87.

2. Submission of a Fiscal Plan and proposed final indirect cost rate proposal by December 1 each year for the previous fiscal year ending June 30.

3. Negotiation of the indirect cost rates with federal negotiators from the U.S. Department of Interior, with ten percent of the contractor's fee held until approval is obtained.

4. Provision of sufficient personnel, supervision, administrative support, tools, transportation, materials, and equipment necessary for service completion.

5. Delivery of an approved Federal Indirect Cost Negotiation Agreement either as a fixed or provisional rate within specified timelines.

Period of Performance
The contract will be performed for one year starting from April 1, 2025, with five optional one-year renewals.

Place of Performance
Work will be performed at the DWR Headquarters in Virginia.
