IFB159807 Pipe Rehabilitation Rt 311 Pittsylvania

Background
The Virginia Department of Transportation (VDOT) is issuing this Invitation for Bids (IFB #159807) for pipe rehabilitation services on Route 311 in Pittsylvania County. The goal of this contract is to rehabilitate existing pipes to ensure structural integrity and compliance with VDOT standards, thereby supporting the agency's mission to maintain safe and efficient transportation infrastructure.

Work Details
The contractor will rehabilitate 60 feet of 24-inch corrugated metal pipe (CMP) using approved methods including 'Method B', 'Category B' Fold and Form Flexible liners, 'Category C' High Density Polyethylene (HDPE), Polyvinylchloride (PVC), or Polypropylene (PP) Slip Liners, or 'Category D' Spray-on Liner. The work includes cleaning and preparing the existing pipe, installing cofferdams, applying the liner, and conducting inspections and water quality testing. Specific tasks include:

- Restoring flow line of the pipe as needed.
- Filling and stabilizing voids surrounding the pipe with approved materials.
- Clearing debris from the pipe and surrounding areas.
- Performing all work in dry conditions, submitting an In Stream Plan of Operations to VDOT’s Environmental Department.
- Ensuring all materials used are on the Approved Materials List.
- Complying with VDOT Road & Bridge Specifications and Special Provisions for Pipe Rehabilitation.

Period of Performance
The contract period will commence upon award and continue until June 4, 2025. This contract is non-renewable.

Place of Performance
The work will be performed in Pittsylvania County along Route 311.

Bidder Requirements
This solicitation is set-aside for DSBSD-certified micro businesses or small businesses. Bidders must be certified as such by DSBSD on the due date for receipt of bids. Contractors must be licensed by the Virginia Department of Professional and Occupational Regulations (DPOR) with appropriate class and specialty. Additionally, contractors must ensure that all personnel have valid certifications where required, including flagger certifications.
