IFB SA 2509 Dominion Valley WST Rehabilitation and Nottoway WST Partial Rehabilitation

Background
The Prince William County Service Authority, operating as Prince William Water, is seeking qualified contractors to submit competitive sealed bids for the rehabilitation of the Dominion Valley Water Storage Tank (WST) and partial rehabilitation of the Nottoway WST. This project aims to enhance the functionality and safety of these water storage facilities.

Work Details
The contract includes comprehensive construction services for both the Dominion Valley WST Rehabilitation and Nottoway WST Partial Rehabilitation. Key tasks include:

**Dominion Valley WST Rehabilitation:**
- Mobilization/Demobilization and Close-Out, including tank disinfection and hydraulic testing.
- Clean up vegetation, perform site grading for overflow discharge, modify overflow pipe splash pad with curbing, protect existing equipment, modify sampling station drain discharge at floor drain, and rotate existing overflow pipe duckbill valve by 90 degrees.
- Concrete repairs and recoating on interior and exterior tank base.
- Modify 6 interior dry ladders, install safety gates on platforms, replace ladder L6, replace existing fall protection devices with stainless steel cable safety climb fall protection.
- Apply spray-in-place insulation and install two new unit heaters along with a replacement temperature-controlled exhaust fan.
- Perform surface preparation and coating for person doors, including weatherproofing.
- Conduct interior and exterior surface pit repairs with abrasive blasting and coatings.
- Install tank plaque and safety signage.
- Replace electrical components including wiring checks, lightbulb replacements, and installation of a new distribution panel.

**Nottoway WST Partial Rehabilitation:**
- Similar mobilization/demobilization tasks as above.
- Clean up vegetation and perform site grading to create swale for overflow discharge; install gravel surface with drain at tank dripline.
- Concrete repairs on exterior tank base; prepare interior concrete floor surfaces with fillers and epoxy coatings.
- Modify existing safety rails; install motorized operators for overhead doors; ensure weatherproofing of doors.
- Conduct similar finishes as in Dominion Valley work including anti-graffiti coatings on the first ten feet of tank side wall.
- Replace water equipment including check valves, butterfly valves, altitude valves provided by the owner, along with additional components like ball valves and pressure gauges.

Period of Performance
The contract work is expected to commence upon award and will be completed within a specified timeframe leading up to December 20th, 2024.

Place of Performance
The rehabilitation work will take place at two locations: Dominion Valley WST located at 5985 Antioch Rd, Haymarket, VA 20169,
and Nottoway WST located at 2011 Horner Rd, Woodbridge, VA 22191.
