IFB No. B106250-EY, Freight Shed Pavilion Addition & Riverwalk Stage

Background
The County of York, Virginia, through its Central Purchasing office, is seeking bids for the Freight Shed Pavilion Addition and Riverwalk Stage project. This initiative aims to enhance the waterfront area in Yorktown, VA, by constructing a pavilion and stage that will serve community events and activities. The project is part of the County's ongoing efforts to improve public spaces and provide facilities for recreational use.

Work Details
The project consists of two phases:

Phase I includes:
- Demolition and removal of approximately 2,000 SF of existing brick walkway.
- Site preparation for new concrete and utility tie-ins.
- Installation of a continuous concrete footer (approximately 180 LF) to support a 40' x 50' permanent steel pavilion structure.
- Construction of the pavilion itself.
- Electrical work including new service from the existing main panel with multiple GFCI outlets and dedicated circuits for motorized screens.
- Installation of motorized retractable screen systems between structural columns, integrated with electrical systems.
- Grading, compaction, and restoration of disturbed areas.
- Installation of new hardscape and walkways matching existing surfaces with proper drainage tie-ins and landscape restoration.

Phase II includes:
- Installation of a 28' x 41' steel awning attached to the Freight Shed Auxiliary Building, connecting to the existing stage.
- Reconfiguration of the stage from a curved layout to a straight design while maintaining the stepped brick pattern.
- Extension of electrical service from an existing panel with multiple GFCI outlets and provisions for future lighting and sound equipment.
- Removal of half the existing roof from the Freight Shed Auxiliary Building and installation of new dormers for aesthetic consistency.

Period of Performance
The construction for both phases is scheduled to begin on December 21, 2026. Phase I has a final completion date set for March 3, 2027, while Phase II will be completed by April 9, 2027.

Place of Performance
The work will be performed at Riverwalk Landing in Yorktown, Virginia.

Bidder Requirements
Bidders must have been in business for at least four years in construction and possess a current Virginia Class A Contractor's License. They must have successfully completed at least two similar projects within the past four years. Each bid must include a Bid Bond equal to at least five percent of the total bid amount. Bidders are required to submit qualifications demonstrating their capability to perform the work as specified.
