IFB No 100314-FY25-47 Town Parking Garage Deck Coating

Background
The Town of Leesburg, Virginia is soliciting sealed bids for the Town Parking Garage Deck Coating project. The mission of this project is to maintain and enhance the safety and functionality of the Town's parking garage by recoating its upper decks. The goal is to ensure proper adhesion and durability of the new deck coating while addressing any existing issues with the current surface.

Work Details
The work includes: removing existing floor coating and cleaning the upper decks of the Town Parking Garage (Decks 3A and 3B), applying a new deck coating as specified, with Deck 2B as a Bid Additive. Specific tasks include:
- Removal of existing floor coatings necessary for proper adhesion.
- Thorough cleaning to remove dirt, oil, deicing chemical residue, and debris.
- Removal of all existing caulk joints in preparation for new caulking.
- Repairing cracks, holes, or uneven areas in concrete.
- Preparing caulk joints using a backer rod 25% larger than the joints with Sikasil®-728 NS or an approved equivalent.
- Replacement of four ramp expansion joints using a Sika Thermoflex system or an approved equivalent.
- Application of a Polyaspartic parking deck coating (Sikalastic 748 PA or equivalent) in gray color, ensuring slip resistance with kiln-dried silica aggregate.
- Securing parking blocks with construction adhesive and striping/numbering parking spaces as per traffic paint manufacturer specifications.

Estimated quantities:
- Deck 3A: 18,800 sq ft of parking deck, 3,445 linear feet of caulk joints, 24 parking blocks, 2 ramps each with an expansion joint.
- Deck 3B: 19,415 sq ft of parking deck, 3,565 linear feet of caulk joints, 24 parking blocks, 2 ramps each with an expansion joint.
- Deck 2B (Bid Additive): 18,295 sq ft of parking deck, 3,100 linear feet of caulk joints, 24 parking blocks.

Period of Performance
The contract will be performed from May 6, 2025 (bid due date) until completion as determined by the Town. Specific timelines for each phase will be established post-award.

Place of Performance
The work will be performed at the Town Parking Garage located at 25 West Market Street, Leesburg, VA.

Bidder Requirements
Bidders must have experience in similar projects and provide documentation demonstrating completion of at least three similar projects within the last ten years. Bidders must also possess a valid Virginia Contractor’s License Number and State Corporation Commission (SCC) Identification Number. Additionally, bidders are required to submit bid security in the form of a bid bond or cashier’s check amounting to five percent (5%) of their total bid price.
