IFB No. 026-001 PRTC Bus Stop and Bus Shelter Construction Services

Background
The Potomac and Rappahannock Transportation Commission (PRTC) is a multimodal agency located in Prince William County, Virginia, providing local and commuter bus services. The purpose of this Invitation for Bids (IFB) is to establish a multi-year contract for site development and construction services for various bus stop and bus shelter locations throughout Prince William County, the Town of Dumfries, and the Cities of Manassas and Manassas Park. This project is funded in part by Federal and State grants and must comply with their respective requirements.

Work Details
The contractor will provide site development and construction services for approximately twelve (12) bus shelters and twelve (12) bus stops per fiscal year. The work includes:

- Constructing bus shelter pads, bench pads, loading zones, sidewalks, and pathways according to VDOT's Complete Streets guidelines.
- Constructing retaining walls as needed.
- Conducting concrete and soil testing through certified laboratories.
- Removing existing shelters and amenities.
- Ensuring compliance with ADA standards.
- Submitting project timelines.
- Maintaining communication with PRTC in writing.
- Providing as-built drawings upon completion.
- Cleaning the work area post-construction.
- Invoicing monthly.
- Ensuring all work meets industry standards.

Period of Performance
The contract will be effective upon execution for one (1) base year with four (4) one-year option periods.

Place of Performance
The contract will be performed at various locations throughout Prince William County, the Town of Dumfries, and the Cities of Manassas and Manassas Park.

Bidder Requirements
Bidders must demonstrate necessary experience, skilled personnel, financial resources, and compliance with federal requirements. They must submit a Bid Bond/Guarantee of 5% of the bid amount. Successful contractors must provide performance bonds equal to 100% of the contract value. Bidders are encouraged to utilize Disadvantaged Business Enterprises (DBE) where practicable.
