IFB 301-25-167 - Boiler Replacement at Harrisonburg RAHL

Background
The Virginia Department of Agriculture and Consumer Services (VDACS) is seeking sealed bids from qualified firms to establish a firm fixed price contract for the removal and installation of boilers at the Harrisonburg Regional Animal Health Laboratory (RAHL).
The agency operates four Regional Animal Health Labs throughout Virginia and aims to procure two replacement boilers for this facility located at 261 Mount Clinton Pike, Harrisonburg, VA 22802.

Work Details
The contractor will be responsible for:
1. Removal of two existing AERCO Benchmark 2.0 Gas Fired Boiler Systems (2,000,000 BTU/H Input units), including all necessary tools, supervision, labor, materials, transportation, and incidentals. One boiler must remain operational during the removal process.
2. Installation of two new AERCO Benchmark 2.0 Gas Fired Boiler Systems or equivalent, ensuring compatibility with the current Building Automation System (Metasys). This includes factory startup, reconnecting all necessary utilities (plumbing, electrical), and providing all required piping and fittings.
3. Providing Operations & Maintenance documentation and warranty information for the new equipment.
4. Conducting basic operational and maintenance training for VDACS facilities staff.

Period of Performance
Work is expected to commence on or before September 1, 2025, and must be completed within 30 days of the start date.

Place of Performance
The work will be performed at the Harrisonburg Regional Animal Health Laboratory located at 261 Mount Clinton Pike, Harrisonburg, VA 22802.

Bidder Requirements
Bidders must be registered in eVA to submit a proposal electronically. They are required to provide evidence of proper licensing as a Class A Contractor if the contract value exceeds $120,000 or if total contracts exceed $750,000 within a year.
Additionally, bidders must comply with insurance requirements including Workers’ Compensation and Commercial General Liability coverage.
