IFB 25.892100-000-007 Environmental Site Assessment and Environmental Impact Report

Background
The Virginia Commercial Space Flight Authority (VCSFA) is issuing this Invitation for Bid (IFB) to perform Phase I Environmental Site Assessments (ESAs) and Environmental Impact Reports (EIRs) for various land parcels in Accomack County, VA. The goal is to identify recognized environmental conditions impacting the properties owned or being acquired by VCSFA. This initiative aligns with VCSFA's mission as a political subdivision of the Commonwealth of Virginia, which is exempt from the Virginia Public Procurement Act.

Work Details
The successful bidder will conduct Phase I Environmental Site Assessments and Environmental Impact Reports according to ASTM Standards and Virginia Code §10.1-1188. The specific tasks include:

1. Conducting Phase I ESAs for the following properties:
a. Mappsville parcel due 10/25/24
b. Darby parcel due 11/15/24
c. MIC parcel due 11/15/24
d. Ross parcel due 11/15/24

2. Conducting both Phase I ESA and EIR for the Meehan parcel due 11/8/24.

3. Delivering EIR Part 1 for the Darby and Ross parcels on or before 11/29/24.

The properties involved include:
- Mappsville: Various lots totaling approximately 70 acres.
- Darby Lots: Multiple lots totaling approximately 115.68 acres.
- MARS Industrial Complex (MIC): Approximately 9.958 acres.
- Ross: Approximately 36 acres.
- Meehan: Approximately 69 acres.

Period of Performance
The contract work is expected to be performed from September 2024 through November 2024, with specific deliverable due dates outlined for each property assessment.

Place of Performance
The work will be conducted in Accomack County, Virginia, specifically in the areas of Temperanceville and Mappsville.
