Background
The Capital Region Airport Commission, a political subdivision of the Commonwealth of Virginia, is inviting qualified firms to submit bids for the construction of a new Aircraft Rescue & Firefighting Facility (ARFF) at the Richmond International Airport.
The project aims to enhance the airport's emergency response capabilities by providing a state-of-the-art facility designed to meet industry and regulatory standards, including FAA guidelines.
Work Details
The project involves the construction of a 30,000 square foot, two-story Aircraft Rescue & Firefighting Facility that will include:
- 6 apparatus bays for ARFF trucks and emergency vehicles
- Support spaces such as Workshop, Workshop Storage, Agent Storage, Gear Wash, Medical Decontamination, First Aid, SCBA storage
- 10 single room living quarters with 4 showers and laundry facilities
- A kitchen, dining area, and exercise area with outdoor access
- A Watch/Alarm Room with extensive glazing for runway visibility
- A second-level business suite with offices and training rooms
- Utility spaces including Electrical and Mechanical Rooms
- An outdoor patio/courtyard with dining and landscaping.
The scope includes building core & shell, interior fit-out, mechanical/electrical/plumbing work, fire protection systems, graphic signage, equipment installation (including appliances), fire station specialty equipment, landscape planting and hardscaping, vehicular paving, and underground utilities.
Period of Performance
The work must be substantially completed no later than 545 calendar days following receipt of the full Notice to Proceed (NTP).
A limited NTP will be issued for up to 60 calendar days post-award to validate conditions and procure materials.

Bidder Requirements
Bidders must provide a bid bond if their bid amount is $100,000 or greater. They must also submit evidence of ability to obtain performance and labor/material payment bonds.
Bidders must hold a current Henrico County Business License and be registered as contractors in Virginia. Additionally, bidders are required to submit a list of subcontractors proposed for the project.
