IFB 25-13-SD Marshall Park, Parking Lot Paving/Overlay Project

Background
Spotsylvania County is seeking qualified firms to provide all equipment, materials, and labor necessary to mill and resurface the existing parking lot at Marshall Park.

The park is a 25-acre recreational community park located at 8525 Courthouse Road in Spotsylvania County, Virginia, which offers various amenities including basketball courts, a playground, restrooms, and baseball fields. The last overlay of the parking lot was done in 1999 with additional spaces added in 2019.

Work Details
The contractor will be responsible for the following tasks:
1. Site Preparation: Remove all parking blocks prior to milling and safely store them for reuse.
2. Milling: Mill existing asphalt to a depth of about 1 ½ inches, including any necessary saw cutting or hand labor. The milled surface must be cleaned thoroughly.
3. Tack Coat: Apply tack coat prior to resurfacing.
4. Resurfacing: Use type SM-9.5A asphalt with a minimum 7-ton vibratory roller to achieve a smooth surface while matching existing grades at transitions.
5. Parking Lot Striping: Re-stripe the lot to match existing conditions, including eight directional arrows and five handicap spaces.
6. Signage Replacement: Replace three handicapped parking signs as per design details provided in Attachment C.
7. Traffic Control: Ensure compliance with traffic control measures as per current regulations and remove temporary devices upon completion of work.

Period of Performance
All work shall commence within 30 calendar days from the award of the contract and must be completed within 7 calendar days after the Notice to Proceed.

The work will be performed at Marshall Park located at 8525 Courthouse Road, Spotsylvania County, Virginia.
