Background
The GRTC Transit System is issuing this Invitation for Bids (IFB# 246-25-06) for the procurement of Ultra-Low Sulfur Diesel Fuel and Gasoline.
The agency aims to ensure a reliable supply of fuel to support its transit operations in Richmond, VA.
This contract is intended to provide essential fuel services that align with GRTC's operational needs and sustainability goals.

Work Details
The contractor will provide the following products:
1. No. 2 Ultra Low Sulfur Diesel Fuel - Quantity: 60,000 gallons, delivered to 301 E. Belt Blvd., Richmond, VA 23224.
2. 87 Octane Unleaded Gasoline - Quantity: 150,000 gallons, delivered to the same location.

The contract includes an initial term of 12 months starting from August 21, 2025, with an option for renewal for an additional 12 months until August 20, 2027.
The supplier must bid on price differentials (+/-) per gallon only, which will include all costs necessary to meet GRTC's requirements including labor, materials, delivery, and applicable taxes.

Period of Performance
The initial term of the contract is from August 21, 2025, to August 20, 2026.
There is an option for a renewal term from August 21, 2026, to August 20, 2027.

Place of Performance
The primary place of performance for this contract is at GRTC's facility located at 301 E. Belt Blvd., Richmond, VA 23224.

Bidder Requirements
Bidders must submit proposals electronically through the designated procurement platform Beacon Bid.
They are required to comply with all applicable laws and regulations and must provide evidence of insurance as specified in Attachment B.
Additionally, bidders should ensure that their personnel are duly licensed and trained for the tasks assigned.
