IFB 2025-03 Demolition - Swanson Homes

Background
The Portsmouth Redevelopment and Housing Authority (PRHA) is issuing an Invitation for Bids (IFB) for the demolition of Swanson Homes, a vacant 10.3-acre development located at 1746 South Street, Portsmouth, Virginia. The project involves the removal of 30 existing buildings that house a total of 210 units and one community center.

Work Details
The contractor will be responsible for the complete demolition of Swanson Homes, which includes:
- Removal of 30 existing buildings, totaling 210 housing units and one community center.
- Verification of all field conditions and dimensions prior to demolition.
- Coordination with any necessary trades during the demolition process.
- Retention of building slabs, sidewalks, parking areas, and utilities on site as they are not part of the demolition scope.
- Compliance with Davis-Bacon wage requirements, including submission of certified payrolls to PRHA.

Period of Performance
The contract will commence upon award and is expected to be completed within a timeframe specified by the contractor in their bid proposal.

Bidder Requirements
Bidders must be authorized to transact business in the State of Virginia as required by the Virginia State Corporation Commission. A satisfactory Bid Bond executed by the bidder and an acceptable surety in the amount equal to five percent (5%) of the bid must be submitted with each bid. This project is subject to Davis-Bacon wage determinations and requires compliance with Section 3 of the Housing and Urban Development Act.
