IFB#161028 Traffic Control - Martinsville

Background
The Virginia Department of Transportation (VDOT) is soliciting bids from qualified firms to provide Traffic Control Services for on-call, as-needed traffic control services on primary and secondary routes within Henry, Patrick, and Carroll Counties in the Martinsville Residency. The goal of this contract is to supplement work being performed by State Forces or other contractors when additional traffic control is needed.

Work Details
The Contractor shall provide all labor, supervision, equipment, tools, cones, barrels, signs, stands, Portable Temporary Rumble Strips (PTRS), and other materials necessary to perform traffic control services as requested by the VDOT Contract Administrator. The services include:

1. Traffic control layouts for maintenance, incident response, bridge inspection, and other activities.
2. Equipment must conform to the latest edition of the Manual on Uniform Traffic Control Device Standards (MUTCD) and Virginia Work Area Protection Manual (VWAPM).
3. The Contractor must ensure that all personnel are qualified and certified as required.
4. Payment will be made based on hourly rates for actual time equipment and personnel are in use with no standby time allowed.
5. The Contractor must maintain continuous operations once work commences and respond to urgent/emergency assignments within specified timeframes.

Period of Performance
The contract will be performed over a period of one year with a start date to be determined at the time of award. The contract may be renewable.

Place of Performance
The services will be performed in various locations within Henry, Patrick, and Carroll Counties in Virginia.

Bidder Requirements
Bidders must submit a Small Business Subcontracting Plan if they are not certified as a small business by the Department of Small Business and Supplier Diversity by the bid closing date. Bidders must have the capacity to provide services for each lot they are awarded and ensure compliance with all applicable safety standards.
