IFB 160728 Hourly Incidental and Critical Asphalt Patching

Background
The Virginia Department of Transportation (VDOT) is seeking bids for Hourly Incidental and Critical Asphalt Patching Services to address urgent roadway repairs on primary and secondary roadways in Alleghany, Bath, Highland, and Rockbridge Counties. This initiative aims to ensure the safety and integrity of the road infrastructure within the Lexington Residency of the Staunton District. The contract may be awarded to multiple contractors for efficiency.

Work Details
The contractor will provide labor, supervision, equipment, tools, supplies, and incidentals necessary for asphalt patching operations on an hourly basis. Specific tasks include:

1. Responding to unplanned damage due to sinkholes.
2. Addressing spills from accidents that compromise asphalt integrity.
3. Repairing damage caused by vehicle accidents.
4. Fixing damage from vehicle fires.
5. Conducting small incidental patching projects such as bridge re-decking.
6. Performing unplanned spot leveling of roads.
7. Correcting pavement settlements at bridge approaches and culverts.
8. Repairing winter breakup damage.

All work must comply with VDOT standards and regulations, including traffic control measures as per the Manual on Uniform Traffic Control Device Standards (MUTCD).

Period of Performance
The initial contract period is one year, starting from the date of award, with options for renewal based on performance and need.

Place of Performance
Work will be performed in Alleghany, Bath, Highland, and Rockbridge Counties within the Lexington Residency.

Bidder Requirements
Bidders must submit a Small Business Subcontracting Plan if not certified as a small business by the Department of Small Business and Supplier Diversity by the bid closing date. A Class A Contractor’s license with a Highway/Heavy classification is required unless exempted under specific conditions. Bidders must also provide proof of experienced operators for all equipment used.
