Background
The Virginia Department of Transportation (VDOT) is issuing this Invitation for Bids (IFB #160194) for the inspection and repair of fabric roofs on Chemical Storage Buildings within the Hampton Roads District. The goal of this contract is to ensure the integrity and safety of these structures, which are critical for chemical storage operations. This contract will be a Time and Materials agreement, allowing for on-call services as needed.
Work Details
The contractor shall perform bi-annual inspections and necessary repairs to fabric roof chemical storage buildings located at Temperanceville AHQ, Franklin AHQ, Emporia I-95 location, Smithfield AHQ, Capron, and Stony Creek AHQ. Specific tasks include:
1. Inspecting all fabric building straps (interior and exterior) and adjusting tension as per manufacturer specifications; replacing worn or fraying straps.
2. Inspecting cable assemblies and retightening turnbuckles as necessary without overtightening.
3. Checking the entire cover for wear or damage, including end panels if equipped.
4. Notifying VDOT of any damages found or repairs needed with a formal quote provided before any work is authorized.
5. Checking anchor system components and fasteners for compliance with manufacturer recommendations; reporting any damage found to VDOT before repairs are authorized.
6. Ensuring that no employee climbs or stands on the frame or cover during inspections or repairs; submitting a Fall Protection and Engulfment Plan signed by a Safety Engineer prior to work commencement.
Period of Performance
The contract period will commence upon award and will last for twelve (12) months, with options for renewal based on performance.
Place of Performance
Work will be performed at various locations within the Hampton Roads District, specifically at VDOT facilities including Temperanceville AHQ, Franklin AHQ, Emporia I-95 location, Smithfield AHQ, Capron, and Stony Creek AHQ.
Bidder Requirements
Bidders must be licensed Class A contractors through the Department of Professional and Occupational Regulation (DPOR) with a minimum of eight years of commercial experience. A Small Business Subcontracting Plan (SBSP) is required unless the bidder is certified as a small/micro business by the Department of Small Business and Supplier Diversity by the bid closing date. All subcontractors must also have appropriate DPOR licensure.
