Background
The Virginia Department of Transportation (VDOT) is issuing this Invitation for Bids (IFB # 160117) for septic tank pumping services. The agency's mission is to ensure the safe and efficient movement of people and goods throughout the Commonwealth of Virginia. This contract aims to provide essential wastewater management services for the Hampton Harbor Tunnels, specifically the Hampton Roads Bridge Tunnel (I-64) and Monitor Merrimac Memorial Bridge Tunnel (I-664).

Work Details
The contractor will furnish all labor, supervision, equipment, tools, parts, and materials necessary to pump and haul domestic wastewater from the North and South Islands of both the Monitor Merrimac Memorial Bridge Tunnel (MMMBT) and Hampton Roads Bridge Tunnel (HRBT). Services include:

1. **MMMBT South Island**: Scheduled pumping on Mondays, Wednesdays, and Fridays between 6:00 a.m. and 5:00 p.m., with an estimated volume of 500 to 1,000 gallons per service day.

2. **MMMBT North Island**: Unscheduled/as-needed service with a response time of four hours from notification.

3. **HRBT North and South Islands**: Total of four tanks with a holding capacity of 500 gallons each; unscheduled/as-needed service with a four-hour response time.

4. The contractor must maintain valid wastewater discharge permits and provide signed service tickets upon completion of each service.

Period of Performance
The contract period will commence from the date of award and will last for one year, with options for renewal.

Place of Performance
Services will be performed at the Monitor Merrimac Memorial Bridge Tunnel (MMMBT) and Hampton Roads Bridge Tunnel (HRBT), located in Suffolk, Hampton, and Isle of Wight.

Bidder Requirements
Bidders must be regular providers of septic tank pumping services and hold valid wastewater discharge permits issued by the Hampton Roads Sanitation District as well as sewage handling permits from the Virginia State Board of Health. Additionally, bidders must comply with all applicable federal, state, and local regulations regarding safety and environmental standards.
