The Virginia Department of Transportation is soliciting bids from qualified firms to perform on-call, as needed, Pipe Rehabilitation using Method B - Category B, Flexible Liner- Thermoform on existing storm drainage pipes on Interstate, Limited Access, primary and secondary routes within Amelia, Brunswick, Charles City, Chesterfield, Dinwiddie, Goochland, Hanover, Henrico, Lunenburg, Mecklenburg, New Kent, Nottoway, Powhatan, Prince George Counties and the cities of Colonial Heights, Hopewell, Petersburg and Richmond within Residencies of the Richmond District and Interstate Maintenance Office North & South during the contract period in accordance with the specifications contained herein.

Background
The Virginia Department of Transportation (VDOT) is soliciting bids for on-call Pipe Rehabilitation services using Method B - Category B, Flexible Liner - Thermoform. This work will be performed on existing storm drainage pipes located on Interstate, Limited Access, primary and secondary routes across various counties and cities within the Richmond District. The goal of this contract is to ensure the structural integrity and functionality of storm drainage systems in these areas.

Work Details
The Contractor shall perform Category B – Method B, Flexible Liner Pipe Rehabilitation work on existing storm water and surface water pipe culverts or other drainage structures. The pipes vary in size from 12” to 48”. Responsibilities include clearing pipes of debris, cleaning and preparing existing pipes, applying the liner, and conducting inspection and testing of the liner. All work must comply with VDOT's 2020 Road and Bridge Specifications and Special Provisions for Pipe Rehabilitation. The bid pricing must cover all materials, tools, labor, disposal costs, and any incidentals required for the work.

Specific tasks include:
1. Pipe Cleaning and Video Inspection: Contractors will be paid a minimum of 4 hours per work order for these services.
2. Mobilization: Each work order shall require a separate mobilization payment.
3. Dewatering and Traffic Control: Pricing will be based on daily rates for labor, equipment, supplies, transportation, supervision, etc.

Period of Performance
The contract period will commence from the date of award and will last for one year with options for renewal.

Place of Performance
Work will be conducted in various counties including Amelia, Brunswick, Charles City, Chesterfield, Dinwiddie, Goochland, Hanover, Henrico, Lunenburg, Mecklenburg, New Kent, Nottoway, Powhatan, Prince George Counties as well as the cities of Colonial Heights, Hopewell, Petersburg and Richmond.

Bidder Requirements
Bidders must submit a Small Business Subcontracting Plan (SBSP) if not certified as a small business by the Department of Small Business and Supplier Diversity by the bid closing date. Contractors must be licensed by Virginia Department of Professional Occupational Regulation (DPOR) as a Class 'A' Contractor.
