Description

The Virginia Department of Transportation (herein referred to as VDOT) is soliciting bids from qualified firms to perform on-call as needed, Pipe rehabilitation using Method B Category B, Flexible Liner on existing storm drainage pipes on primary and secondary routes in Caroline, Essex, Gloucester, King George, King & Queen, King William, Lancaster, Mathews, Middlesex, Northumberland, Richmond, Spotsylvania, Stafford and Westmoreland Counties within the Fredericksburg District in accordance with the contract specifications contained herein.
Background
The Virginia Department of Transportation (VDOT) is soliciting bids from qualified firms for on-call pipe rehabilitation services using Method B Category B, Flexible Liner on existing storm drainage pipes. This work will be conducted on primary and secondary routes in various counties within the Fredericksburg District, including Caroline, Essex, Gloucester, King George, King & Queen, King William, Lancaster, Mathews, Middlesex, Northumberland, Richmond, Spotsylvania, Stafford, and Westmoreland.
The goal of this contract is to ensure the structural integrity and functionality of the storm drainage system in these areas.

Work Details
The contractor will perform Category B – Method B Flexible Liner Pipe Rehabilitation work on existing storm water and surface water pipe culverts or other drainage structures. The pipes involved will vary in size from 12 inches to 48 inches.
The rehabilitation process must conform to VDOT Road & Bridge Specifications and Special Provisions for Pipe Rehabilitation. Responsibilities include preparing existing pipes for liner application, applying the liner, inspecting and testing the liner post-application.
Bid pricing must cover all materials, tools, labor, load rating design documentation, disposal costs incurred during the project, and any incidentals required for completion. Additionally, the contractor must manage site restoration post-rehabilitation including cleanup and debris removal. All work must comply with OSHA regulations and VDOT standards.

Period of Performance
The contract period will commence upon award and last for one year with four potential renewal options.

Place of Performance
Work will be performed in Caroline, Essex, Gloucester, King George, King & Queen, King William, Lancaster, Mathews, Middlesex, Northumberland, Richmond, Spotsylvania, Stafford and Westmoreland Counties within the Fredericksburg District.

Bidder Requirements
Bidders must submit a Small Business Subcontracting Plan (SBSP) if they are not certified as a small business by the Department of Small Business and Supplier Diversity at the time of bid closing. The SBSP must detail portions of the contract that will be subcontracted to DSBSD-certified small businesses.
Additionally, bidders are required to have valid licenses as necessary for their operations.
