Background
The Virginia Department of Transportation (VDOT) is issuing this Invitation for Bids (IFB # 159507) to solicit bids from qualified firms for lawn care maintenance services on an on-call, as-needed basis. The services will be provided at designated locations within Clarke, Shenandoah, and Warren counties, specifically for the Edinburg Residency in the Staunton District. The goal of this contract is to ensure proper maintenance of public areas through efficient lawn care practices.

Work Details
The Contractor shall provide all labor, supervision, equipment, tools, materials, traffic control (for Clarke County), fuel, and incidentals necessary to perform the following services: mow grass; pick up litter, leaves, and debris; trim around sidewalks, trees, buildings, parking areas, driveways, fences, and utility amenities; and prune shrubbery as needed. Mowing will typically occur during the growing season (April through November), with additional mowing possible during winter months if directed by the Contract Administrator.

Specific locations include:
- Lot 1 – Shenandoah County: Edinburg Residency Lot (14031 Old Valley Pike), Mt. Jackson Area Headquarters (4900 Old Valley Pike), Toms Brook Area Headquarters (1382 Mount Olive Road).
- Lot 2 – Warren County: Front Royal Area Headquarters (260 Duck Street), Front Royal Park & Ride lot (East of Rt. 340/522), Linden Park & Ride lot.
- Lot 3 – Clarke County: Berryville Area Headquarters (77 Smallwood Lane), Route 50 Park & Ride lot.

Mowing must be done to a height of 2.75 – 3.25 inches with no accumulation of clippings on paved areas. Hand mowing is required in areas inaccessible to tractors. All litter and debris must be removed prior to mowing operations and disposed of properly in a licensed landfill at the Contractor's expense.

Period of Performance
The contract period is from March 16, 2025 through March 15, 2026 and is renewable based on performance and need.

Place of Performance
The work will be performed at various locations within Clarke County, Shenandoah County, and Warren County in Virginia.
