IFB 025-009 New Locomotive Air Compressors

Background
The Virginia Railway Express (VRE) is a commuter rail service linking the District of Columbia and Northern Virginia. It is jointly owned by the Northern Virginia Transportation Commission (NVTC) and the Potomac and Rappahannock Transportation Commission (PRTC). VRE's mission is to provide commuter-oriented passenger rail service, with a goal of doubling ridership by 2040 as outlined in their System Plan 2040.

This Invitation for Bids (IFB) aims to establish a contract with a qualified contractor to supply new air compressors for VRE’s fleet of MP36PH-3C locomotives.

Work Details
The contractor will provide one (1) new air compressor specifically designed for VRE’s fleet of MP36PH-3C locomotives. The specifications for the air compressor must meet or exceed the requirements outlined in the Scope of Work provided in Attachment A. The contractor is responsible for ensuring that all compressors are delivered, installed, and operational as per VRE's standards.

Period of Performance
The contract period will commence upon execution of the contract and issuance of a Notice-To-Proceed (NTP). Specific timelines for delivery and installation will be detailed in the contract documents.

Place of Performance
The work will be performed at VRE's facilities located at 1500 King Street, Suite 202, Alexandria, VA 22314, or other designated locations as specified by VRE.

Bidder Requirements
Bidders must be authorized to transact business in Virginia and comply with all applicable state procurement laws. They must not be debarred from submitting bids on contracts by any agency of the Commonwealth of Virginia or the U.S. Federal Government. Additionally, bidders are required to provide proof of insurance coverage as specified in the solicitation documents.
