Hvac System Replacement At Tappahannock Csc

Background
The Virginia Department of Motor Vehicles (DMV) is seeking a qualified contractor to provide HVAC system replacement services at the DMV's Tappahannock Customer Service Center (CSC). This solicitation is part of the Commonwealth of Virginia's efforts to maintain efficient and effective service delivery through upgraded facilities. The contract aims to replace outdated HVAC systems with high-efficiency models to enhance operational efficiency and comfort for staff and customers.

Work Details
The contractor shall provide all labor, supervision, materials, equipment, and incidentals necessary to remove and replace two existing York 4-ton heat pump HVAC systems with new high-efficiency systems. The scope of work includes:

1. Removal and Disposal:
- Remove and properly dispose of two existing outdoor condensing units and two indoor air handling units.
- Recover and dispose of all refrigerants in compliance with EPA regulations.
- Dispose of all equipment and materials off-site following federal, state, and local requirements.
- Clean work areas upon completion and restore them to original condition.
- Seal all wall and roof penetrations resulting from installation activities.

2. Installation of Outdoor Condensing Units:
- Furnish and install two new 4-ton heat pump condensing units (Goodman or approved equal) that meet or exceed 15 SEER efficiency using R-32 or R-454B refrigerant.
- Install new suction and liquid line sets for both systems, reusing existing line set gutter/cover where feasible.
- Install surge protection devices on each unit.

3. Installation of Indoor Air Handling Units:
- Remove existing attic-mounted air handlers and install two new compatible air handling units in the same locations, including heat strips with the same wattage as existing units.
- Provide auxiliary drain pans, condensate drain lines, safety switches, ensuring compliance with the 2021 International Mechanical Code (IMC).

4. Thermostats:
- Furnish and install new Honeywell 7-day programmable thermostats for each system.

5. Warranties:
- Provide a one-year labor warranty on equipment from the date of installation along with manufacturer’s parts warranty.

Period of Performance
The contract will be performed over a period of one year from the date of award.

Place of Performance
The work will be performed at the DMV Tappahannock Customer Service Center located at 750 Richmond Beach Road, Tappahannock, VA 22560.

Bidder Requirements
Bidders must be DSBSD-certified small businesses to qualify for this contract. They are required to have a valid Virginia Contractor License, provide proof of insurance coverage including workers’ compensation, general liability, and automobile liability as specified in the solicitation. Bidders must also comply with all applicable local, state, and federal laws regarding employment practices.
