HVAC Replacement at Warren County Courthouse and Government Center

Background
The County of Warren, Virginia, through its Finance & Purchasing Department, is issuing this Invitation for Bids (IFB) to solicit sealed bids from qualified contractors for the replacement of HVAC units at two locations: the Warren County Government Center and the Warren County Courthouse.

The goal of this contract is to ensure that both facilities have efficient and reliable heating, ventilation, and air conditioning systems in place to support their operations.

Work Details
The contractor will be responsible for a turnkey project that includes the removal of 4 existing HVAC units from the Warren County Courthouse and 6 existing HVAC units from the Warren County Government Center. The contractor must provide all labor, supervision, equipment, tools, materials, and incidentals necessary for the complete removal and replacement of these HVAC units with new units of like specifications.

Specific tasks include:
- Obtaining all required permits;
- Performing necessary inspections;
- Disposing of old units properly;
- Providing and installing new HVAC equipment as specified;
- Installing new refrigerant lines covered with line hide;
- Providing all applicable safety devices including drain pan safety switches;
- Conducting system start-up to ensure proper operation according to manufacturer specifications;
- Providing warranties: a minimum of 1 year for labor, 5 years for compressors, and 3 years for parts.

Additionally, the contractor is responsible for any electrical changes or modifications required during installation and must clean work areas daily.

Period of Performance
The contract period will commence upon issuance of the Notice to Proceed and will last for 150 days unless terminated earlier.

Place of Performance
The work will be performed at two locations in Front Royal, Virginia: 220 N. Commerce Ave. (Warren County Government Center) and 1 E. Main St. (Warren County Courthouse).

Bidder Requirements
Bidders must comply with all licensing requirements as set forth in Virginia Code § 54.1-1100. A Class A Contractor license is required if the contract exceeds $120,000 or if total contracts exceed $750,000 within a year. A Class B Contractor license is needed if contracts are between $10,000 and $120,000 or total contracts are between $150,000 and $750,000 within a year.

Bids must include a bid bond or guarantee of 5% of the bid amount.
