Background
The Town of Purcellville, VA, is seeking interim executive staffing services to maintain continuity of operations during vacancies, transitions, or extended absences in key leadership positions. The goal is to ensure that daily operations, strategic direction, and regulatory compliance are upheld by engaging qualified and experienced interim personnel on short notice. This specialized staffing approach aims to minimize operational disruption while permanent recruitment or organizational transitions are underway.

Work Details
The contractor will provide qualified interim executive personnel for temporary local government leadership roles on an as-needed basis through a structured recruitment process. Responsibilities include:
- Maintaining a pool of pre-vetted candidates
- Conducting screening and background checks
- Managing administrative tasks such as compensation and payroll
- Understanding public-sector compensation structures including the Virginia Retirement System (VRS)
- Ensuring effective communication with the Town's Human Resources Director.

The contractor must also support knowledge transfer at the conclusion of each assignment.

Period of Performance
The initial contract term is one year with an option to renew for up to four additional one-year periods upon mutual agreement.

Place of Performance
The services will be performed in the Town of Purcellville, Virginia.

Bidder Requirements
Bidders must possess a valid Town business license prior to commencing work. They are required to submit three letters of reference from Virginia municipalities for comparable executive positions. Additionally, bidders must disclose any potential conflicts of interest and maintain confidentiality regarding all Town information accessed during the assignment.
