Home Energy Rebate Programs Applications & Implementation

Background
Virginia Energy seeks to contract with an external entity to assist in development of Virginia Energy’s federal funding applications for, as well as implementation of, Virginia’s Home Energy Rebate Programs. The federal Inflation Reduction Act (IRA) authorizes two residential rebate programs designed to help households save money and energy. The Home Efficiency Rebates (HOMES) Program will provide rebates for whole-house energy savings retrofits, while the Home Electrification and Appliance Rebates (HEAR) Program will provide point-of-sale consumer discounts on high-efficiency electric home appliances.
Virginia Energy may apply for $188,524,540 for the Virginia Home Energy Rebate Programs.

Work Details
The Contractor will support the submission of HOMES and HEAR funding applications that meet federal requirements and further the Commonwealth’s policy objectives, undertake activities involved in implementing Virginia’s Home Energy Rebate Programs until funding exhaustion, and prepare all applicable reporting and other compliance materials.
The Contractor shall deliver on all activities indicated to be undertaken by the third-party Home Energy Rebate Programs implementer in the approved Applications.
The Contractor shall hold regular meetings with Virginia Energy staff to discuss and evaluate progress on implementation of the Home Energy Rebate Programs.
The Contractor shall provide all necessary information and documentation to support the submission of reporting and other compliance documentation to US DOE.
