Holiday Decorations

Background
The Town of Herndon, located in Fairfax County, Virginia, is the third-largest town in the Commonwealth with over 24,500 residents. The town aims to maintain its small-town charm amidst a modern landscape. This solicitation seeks to establish a term contract for outdoor holiday decoration services to enhance the community's festive spirit during the holiday season.

Work Details
The contractor will provide all necessary items for holiday decorations including lights, decorations, equipment, labor, and technical expertise. The decorations will be displayed from early November through early January each year. Key requirements include:
- Installation of an evergreen holiday tree wrapped with lights in the Town Square.
- Outlining the roofline of Old Town Hall with lights and placing decorated wreaths on windows and doors.
- Positioning a lighted decoration suitable for photo opportunities in Old Town Hall Square.
- Outlining the roofline of the Depot and placing a large wreath above the Herndon sign.
- Decorating the Caboose with lights and garland.
- Providing cable management for safety in pedestrian areas.

Additionally, bi-weekly inspections and maintenance services are required throughout the season.

Period of Performance
The contract term will commence upon award and extend until June 30, 2026, with options for four additional one-year renewals based on performance.

Place of Performance
The decorations will be installed primarily in downtown Herndon, specifically bordered by Lynn Street, Spring Street, Station Street through Pine Street, and Elden Street between Spring and Lynn Streets.

Bidder Requirements
Offerors must demonstrate experience with similar projects and provide references. They must also certify that they are not debarred from doing business with the Commonwealth of Virginia or any local government entities. Insurance coverage is required including Workers' Compensation and General Liability insurance.
