High Voltage Lineman Staff Augmentation

Background
The City of Richmond, Virginia, through its Department of Public Utilities (DPU), is seeking bids from qualified electric power utility firms to provide staff augmentation services. The primary goal is to enhance the department's capabilities in distribution construction, troubleshooting, system damage repair, and other support services. DPU operates an electric distribution utility with extensive infrastructure, including five substations and over 300 miles of conductors.

Work Details
The contract involves providing staff augmentation in various areas including:
1. Distribution construction
2. Troubleshooting
3. System damage repair
4. Pole replacement/installation
5. Circuit re-conducting
6. Trenching
7. Directional boring
8. Duct bank installation
9. Cable installation/replacement
10. Other specified support services by DPU.

Specific labor requirements include:
- Crew Supervisor (40 hours)
- First Class Lineman (40 hours)
- Second Class Lineman (40 hours)
- Ground Man/Helper (40 hours)
- Additional overtime rates for various positions.

Equipment needed includes:
- Line Truck with Digger Derrick
- Bucket Trucks
- Pole Trailers
- Various underground equipment.

All work must comply with the standards set by the City and be performed during normal work hours unless otherwise authorized.

Period of Performance
The contract will commence upon award and is expected to last for one year, with options for extensions up to two additional years.

Bidder Requirements
Bidders must demonstrate successful experience with similar contracts involving electric utility companies and submit proof of compliance with local business regulations. All linemen must have completed a third-party lineman program of at least four years in high voltage utility line work. Bidders are also required to register with the City prior to award and provide necessary banking information for electronic payments.
