Ground Transportation Management System

Background
The Norfolk Airport Authority seeks proposals from qualified and experienced firms to implement a Ground Transportation Management System (GTMS) at Norfolk International Airport. The goal of the contract is to improve the efficiency and accuracy of ground transportation operations, consolidating processes for various services into one system and providing detailed data related to commercial activity at the airport.

Work Details
The GTMS must identify, track, monitor, and provide data for all commercial vehicles (taxis, TNCs, shuttles, limousines, etc.) picking up and dropping off passengers at ORF. Key requirements include:
- Automated dispatch of taxis to curbside
- Automated payment solution with configurable rates
- Application, registration, and permit issuance system
- Real-time and historical data reporting capabilities
- Compliance with PCI-DSS standards
- 24-hour technical support services
- Initial training for Authority staff.
The system must be installed and operational by August 1, 2025.

Period of Performance
The contract will commence upon execution and is expected to be fully operational by August 1, 2025.

Bidder Requirements
Firms must have a minimum of five years of experience designing and installing GTMS at airports. They must also provide evidence of qualifications through a Statement of Qualification that includes professional background and experience of key personnel.
