FSMC - Food Service Management Company 2026 -2027

Background
The Virginia Department of Juvenile Justice is seeking proposals for a Food Service Management Company (FSMC) to operate a comprehensive foodservice program at the Bon Air Juvenile Correctional Center. This facility serves youth aged 14 to 20 who have been committed by the juvenile court and has an operational capacity of 272 beds. The goal of this contract is to ensure that residents receive nutritionally balanced meals in compliance with USDA regulations for the National School Lunch Program (NSLP) and School Breakfast Program (SBP).

Work Details
The FSMC will be responsible for providing management, staffing, and supply chain services to support the foodservice needs at the Bon Air Juvenile Correctional Center. Key responsibilities include:

- Providing three nutritionally balanced meals and at least one snack daily for each resident.
- Developing varied menu options that meet the preferences of residents while complying with USDA nutrition standards.
- Offering special meals for holidays and therapeutic diets as needed.
- Ensuring compliance with all state and federal foodservice regulations, including those related to sanitation and safety.
- Maintaining proper operating procedures for efficient foodservice operations.
- Staffing requirements include one General Manager, one Assistant Manager, one Registered Dietitian, one Administrative Assistant, and ten Food Service Staff Members.

Period of Performance
The contract period is from July 1, 2026, through June 30, 2027, with the option to renew for four additional one-year terms.

Place of Performance
The services will be performed at the Bon Air Juvenile Correctional Center located at 1900 Chatsworth Ave, North Chesterfield, VA 23235.

Bidder Requirements
Bidders must have a minimum of five years' experience in providing correctional or institutional foodservice. They must also hold a Virginia Contractor License and provide proof of DSBSD certification as a Small Business if applicable. Additionally, all FSMC employees must meet security clearance requirements set by the Department of Juvenile Justice.
