The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified offerors to establish one or more contracts through competitive negotiation for the purchase of food and grocery items delivered to Southwest Virginia Community College (SWCC) Eagle Cafe, located in Cedar Bluff, VA. SWCC orders a variety of fresh and frozen food, including, but not limited to: meats, fruits, vegetables, dairy, condiments, spices, paper products, plastic products, and other grocery items that are not offered by the Commonwealth of Virginia s mandatory sources. These ordered items will vary from week to week and require delivery to the college s campus.
Background
The Commonwealth of Virginia, through the Virginia Community College System (VCCS), is issuing this Request for Proposals (RFP) to establish contracts for food and grocery items to be delivered to Southwest Virginia Community College (SWCC) Eagle Cafe in Cedar Bluff, VA.
The goal is to provide a variety of fresh and frozen food items to support the college's dining services, which cater to students and faculty.
The Eagle Café offers freshly made meals, snacks, and beverages, with a weekly ordering average of approximately $1,200.00.

Work Details
The contractor will be responsible for supplying a range of food products including:
- Meats (cured, fresh, and frozen)
- Seafood (fresh)
- Fruits (fresh and frozen)
- Vegetables (fresh and frozen)
- Dairy products
- Condiments
- Spices
- Paper products
- Plastic products
- Other grocery items not available from mandatory sources.

Weekly orders will vary based on demand and availability. The contractor must ensure timely delivery directly to the college campus while maintaining high standards for product quality during transportation. Specific requirements include:
1. Provide a comprehensive list of available items updated regularly.
2. Offer special order items as needed.
3. Maintain high-quality warehousing and distribution practices.
4. Ensure temperature compliance for frozen (28°F) and refrigerated (30-40°F) products during delivery.
5. Deliveries should occur weekly without a delivery fee; off-cycle orders may incur a flat rate charge.

Period of Performance
The contract term is for one year with the possibility of renewal based on performance.

Deliveries will be made to Southwest Virginia Community College located at 635 Community College Road, Cedar Bluff, VA 24609.
