Food, Beverage, Retail and Vending Concession Program

Background
The Norfolk Airport Authority (Authority) is seeking proposals from qualified firms to provide non-exclusive food, beverage, retail, and vending services at Norfolk International Airport. The goal of this contract is to enhance the airport's concessions offerings while ensuring compliance with local participation requirements.

Work Details
The contractor will be responsible for providing a variety of food and beverage options, retail products, and vending services. Specific requirements include:
- Proposals must include a cover letter with contact information.
- All proposals must be manually signed; electronic signatures are acceptable.
- Respondents must submit financial information including construction costs, concession fee percentages, pro formas, and menu/product prices.
- A 40% local participation requirement applies, which includes sourcing goods and services from local suppliers.
- The contractor must ensure compliance with fire code requirements and provide necessary utilities as outlined in the RFP.
- The Authority will provide main electrical service to each Concession Service Area (CSA), but the contractor is responsible for distribution within their space.

Period of Performance
The contract period will commence upon award and is expected to last for 12 years from the date of beneficial occupancy (DBO) of the final CSA in the package.

Place of Performance
Services will be performed at Norfolk International Airport (ORF), located in Norfolk, Virginia.

Bidder Requirements
Bidders must meet specific qualifications including:
- Certification as an ACDBE (Airport Concessions Disadvantaged Business Enterprise) at the time of proposal submission or evidence of application for certification.
- Compliance with local participation goals as defined by the Authority.
- Submission of a detailed ACDBE compliance plan as part of the proposal appendix.
