Description

The purpose of this Request for Proposal (RFP) is to solicit sealed proposals from qualified firms to establish a contract through competitive negotiations for the procurement of Flexible Group Medical Insurance, Pharmacy & Wellness Services. Alexandria City Public Schools (ACPS) invites qualified Offerors to submit proposals that demonstrate the ability to provide comprehensive, cost-effective, and high-quality benefit solutions that meet the healthcare, pharmacy, and wellness needs of pre-65 retirees, COBRA participants, employees, and their eligible dependents.The resulting contract will be structured to provide ACPS with a comprehensive benefits program that includes medical insurance, pharmacy benefit management, and wellness services. ACPS encourages any qualified Offeror with demonstrated experience in providing group health insurance and related employee wellness programs to respond to this RFP by submitting a proposal in accordance with the requirements set forth herein. The final scope of services will be negotiated with the successful Offeror.
Background
Alexandria City Public Schools (ACPS) is committed to fostering a workplace environment that supports the health, well-being, and productivity of its employees. The agency recognizes that high-quality, affordable healthcare coverage and wellness services are critical to attracting and retaining a talented workforce dedicated to serving students and the community. ACPS currently provides a comprehensive benefits program for eligible employees and their dependents, which includes medical, pharmacy, and wellness services. As healthcare costs continue to rise and employee needs evolve, ACPS seeks innovative, cost-effective solutions that balance fiscal responsibility with robust access to care.

The goal of this contract is to establish a long-term partnership with a vendor that can deliver flexible group medical insurance options, integrated pharmacy benefit management, and proactive wellness initiatives.

Work Details
The successful Offeror(s) shall provide Flexible Group Medical Insurance, Pharmacy Benefit Management, and Wellness Services to eligible ACPS employees, pre-65 retirees, COBRA participants, and their eligible dependents. ACPS currently offers the following plans:

- Self-Funded (ASO): UHC POS and UHC QHP (HSA) plans
- Fully Insured: Kaiser HMO plan
- Pharmacy Benefits: Currently administered through CareFirst BCBS for UHC self-funded plans; pharmacy is expected to be carved in effective July 1, 2026.

Offerors shall submit proposals to:
- Administer the current UHC self-funded plan designs inclusive of integrated pharmacy benefit management effective July 1, 2026
- Administer the current fully insured Kaiser HMO plan design
- Provide administrative services including claims processing, enrollment, reporting, compliance, and customer service
- Support/enhance wellness programs, disease/case management, and preventive health initiatives
- Meet measurable performance guarantees for claims, customer service, and reporting accuracy.

Offerors may bid on either the self-funded program(s), the fully insured HMO program or both. ACPS reserves the right to award to one or more vendors.

Period of Performance
The resulting contract is intended to start during the school year 2026-2027.

Place of Performance
Services will be performed at Alexandria City Public Schools located at 1340 Braddock Place, Alexandria, Virginia.

Bidder Requirements
Offerors must be registered with eVA (Virginia’s electronic procurement system) before submitting a proposal. Each Offeror must include in its proposal response an Active Identification Number issued by the Virginia State Corporation Commission (SCC) if required by law. Additionally, each Offeror must state if it has ever been debarred or found not responsible by any federal or state government or private entity.
