FiberLync (Orange County Broadband Authority) referred to herein as Authority , OCBA , FiberLync , and/or Owner is seeking qualified Offeror(s) to splice and test fiber optic cable including emergency fiber splicing services. The purpose of this Request for Proposal (RFP) is to offer prospective Offeror(s) the opportunity to demonstrate their capabilities to provide splicing services FiberLync is interested in receiving responses that best serve the needs of its customers and plans to award multiple contracts to provide these services over the next several years.
Background
FiberLync, also known as the Orange County Broadband Authority, is seeking qualified Offerors to provide fiber optic splicing and testing services, including emergency splicing. This Request for Proposal (RFP) aims to allow Offerors to demonstrate their capabilities in delivering these services.

FiberLync intends to award multiple contracts over the next several years to meet the needs of its customers as it continues its network construction program initiated in July 2020. This program aims to provide fiber-based broadband services in unserved areas of Orange County and surrounding counties.

Work Details
The Successful Offeror will be responsible for providing all labor, equipment, and splicing materials necessary for fiber optic cable splicing and testing. Key responsibilities include:
- Coordination with FiberLync staff before work begins.
- Splicing fibers as designated in splice assignment sheets approved by FiberLync.
- Providing emergency fiber splicing services 24/7.
- Furnishing storage facilities and personnel for loading and offloading materials.
- Supplying consumables like electric tape and tie wraps; FiberLync will provide splice cases, trays, and patch panels.
- Inspecting splicing equipment prior to use and ensuring it is calibrated according to manufacturer recommendations.
- Performing loose-tube fusion splicing while adhering to standard specifications.
- Conducting Optical Time Domain Reflectometer (OTDR) testing for splice loss measurements after closing splice cases.
- Submitting OTDR test results in PDF format for review by FiberLync.

Period of Performance
The contract period will extend over several years as multiple contracts are awarded based on the ongoing needs of FiberLync's network construction program.

Place of Performance
Services will be performed in Orange County, Virginia, specifically in areas where FiberLync has deployed its fiber optic network.

Bidder Requirements
Offerors must demonstrate experience with fusion splicing and testing of fiber optic cables. They must be licensed through the Virginia State Corporation Commission if submitting as corporations. Additionally, Offerors must provide documentation of their capabilities, including certifications and training for staff members.
