Fiber Optic Construction Services RFP 2025-01FiberLync

Background
FiberLync, under the Orange County Broadband Authority, is expanding its regional fiber network to connect unserved addresses in Orange County and adjacent counties. This Request for Proposal (RFP) aims to engage qualified contractors with experience in underground mainline, middle mile, and last mile fiber construction to assist in completing this network expansion. The phased construction program began in July 2020 and is scheduled to continue through 2029, focusing on deploying Fiber to the Premises (FTTP) broadband services.

Work Details
The contractor will be responsible for installing conduit and cable as directed by FiberLync. Specific tasks include:

1. Installation of duct, handholes, fiber optic cable, ground rods, couplings, and gravel for handholes provided by FiberLync.
2. Provision of all required miscellaneous materials, tools, vehicles, and test equipment necessary for project completion.
3. Adherence to high-quality standards and workmanship throughout the project duration.
4. Conducting background checks on staff in project management or supervisory roles and implementing a drug screening program for new hires.
5. Compliance with all safety regulations and traffic control measures as outlined in the RFP.

Period of Performance
The contract will commence upon award and is expected to continue through the phased construction program until 2029.

Place of Performance
The work will be performed primarily in Orange County and certain locations in adjacent counties.
