Facility Condition Assessment Services - SASI

Background
The Virginia Department of Education (VDOE) is seeking proposals from qualified firms to provide Facility Condition Assessment (FCA) services for public school infrastructure, improvements, structures, buildings, and building systems. The goal is to assist public school divisions in planning and funding long-term capital needs for their facilities, including budget planning and preventive maintenance forecasting.

Work Details
The Contractor will conduct onsite evaluations and condition assessments of all major building systems to determine long-range life cycle costs and immediate facility management needs. Key tasks include:
- Surveying, inventorying, and assessing facility systems using Uniformat Level IV Standards.
- Providing draft reports for VDOE review and finalizing reports based on feedback.
- Evaluating current conditions and estimating useful life of systems or components.
- Interviewing school facility staff for historical repair data.
- Providing recommendations ranked by priority classes:
- 1: Critical
- 2: Potentially Critical
- 3: Necessary
- 4: Recommended
- 5: Anticipated Expenditures.
- Deliverables include a written analysis for at least two school facilities by October 2025, digital photos of deficiencies, cost estimates for repairs, and an overall facility condition index score.

Period of Performance
The initial contract period is two years from the date of execution, with two optional one-year renewal periods.

Place of Performance
Services will be performed at various public school sites as listed in Attachment I of the RFP.

Bidder Requirements
Bidders are encouraged to collaborate with Virginia post-secondary institutions to provide student internships in relevant fields such as Architecture and Facility Management. The contractor must ensure compliance with labor laws regarding these internships.
