Description

This RFP was issued to request proposals from qualified firms for providing a comprehensive facilities condition assessment and associated services as defined in Section 2, Scope of Services. These services are to be performed in a standardized format recognized as industry-acceptable, ranking each facility based on a rating system, organizing the priority of the capital improvement and general maintenance requirements in accordance with all specifications, terms, and conditions provided in this solicitation.
Background
The Alexandria City Public Schools (ACPS) serves the educational needs of over 16,000 students in Alexandria, Virginia. This Request for Proposal (RFP) seeks qualified firms to conduct a comprehensive Facilities Condition Assessment (FCA) and associated lifecycle cost analysis services. The goal is to assist ACPS in strategic management and capital investment planning for its building assets, ensuring that facilities meet safety, health, and operational standards while addressing maintenance and improvement needs.

Work Details
The contractor will perform a detailed asset inventory, inspection, and condition assessment of all ACPS facilities. Key tasks include:
- Conducting a comprehensive FCA;
- Updating data in Asset Essentials;
- Creating a Facility Condition Index (FCI);
- Reviewing compliance with local/state codes;
- Evaluating energy efficiency;
- Providing recommendations for improvements.

The contractor must have capabilities in MEP engineering, structural engineering, fire protection engineering, estimating/cost analysis, roofing inspection, asbestos management, and lead paint evaluation. All work must be performed by licensed professionals in Virginia. The assessment will include inspections of physical conditions, life expectancy evaluations, prioritization of capital improvements based on safety and compliance issues, and detailed reporting of conditions including photographs and floor plans.

Period of Performance
The contract will commence upon award with an expected completion date aligned with the CIP budgeting process beginning in September 2025. Key milestones include proposal submission by May 29, 2025; review of submissions by June 2-13, 2025; oral interviews by June 16-27, 2025; and finalizing negotiations by July 7, 2025.

Place of Performance
The services will be performed at various facilities owned by Alexandria City Public Schools located within the City of Alexandria, Virginia.

Bidder Requirements
Offerors must be registered with eVA prior to submission. Proposals must include signed forms such as the Offeror’s Attestation and Conflict of Interest Statement. Offerors are required to demonstrate relevant experience with similar projects for public educational institutions or municipal clients within the last five years.
