Equipment Rental and Installation For Inaugurations 2026 and 2030 Including Bleachers, A/V Equipment, and Tents

Background
The Commonwealth of Virginia holds inauguration ceremonies every four years for newly elected governors. The upcoming events are scheduled for January 2026 and January 2030, taking place at the Capitol Square in Richmond, VA.

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified vendors for equipment rental and installation services necessary to accommodate over 6000 attendees at these ceremonies.

Work Details
The contractor will provide all labor, materials, equipment, and incidentals necessary for the following services:

1. **Bleacher Rental**: Structural engineering documents for temporary building permits, crowd control racking, wind screens, excavation services for bleacher footings, and complete installation support. Metal planks will be provided for seating except on the south portico where the podium is located.

2. **Audio/Visual Equipment**: One sound system operation including two large screens with sound, cabling for sound boards, loudspeakers with specific audio requirements (95dB sound pressure), microphones (including wireless lapel types), and an audio distribution system with mult-boxes.

3. **Tent Rental**: Provision of tents, water barrels, flooring, carpet, staging, tables, and chairs as required. The contractor must ensure all equipment is removed and the site restored within one month after the event.

Period of Performance
The contract period is from January 1, 2025 to February 28, 2030. Services will be performed in preparation for the inaugurations in January 2026 and January 2030.

Place of Performance
All services will be performed at Capitol Square, Richmond, VA.
