Enterprise Resource Planning (ERP) System Solutions for Finance, Accounting, and Procurement Integration

Background
The City of Alexandria, Virginia Sanitation Authority, known as AlexRenew, is seeking information regarding the acquisition and integration of enterprise resource planning (ERP) systems specifically for finance, accounting, and procurement business processes. The purpose of this Request for Information (RFI) is to understand the current market offerings and gather insights into vendor capabilities and available solutions. This information will be used to shape a future competitive solicitation, likely in the form of a Request for Proposals (RFP).

Work Details
AlexRenew aims to transition from a limited legacy ERP system to a comprehensive enterprise-wide solution that enhances efficiency and transparency. Key project objectives include:
- Modernizing the ERP platform with mobile capabilities and an intuitive user interface.
- Increasing transparency and improving budgeting through real-time data access, self-service inquiries, and dashboards.
- Enhancing financial and procurement processes by reducing manual entry, integrating with third-party systems, providing centralized contract management, and streamlining routine processes.

Responses to this RFI are due by March 17, 2026, with discussions potentially occurring in April 2026. The anticipated release of the RFP is in May 2026, followed by a contract award expected in October 2026.

The contract will be performed in Alexandria, Virginia.

Bidder Requirements
Respondents must provide information on their company’s role (e.g., system integrator or software developer), describe their software solutions including architecture and key features, detail integration capabilities with existing systems such as ADP and SAP Concur, and confirm compliance with minimum technical requirements including cloud-based SaaS solutions only.

Additional requirements include:
- SOC 2 Type II certification
- NIST 800-53 or ISO/IEC 27001 compliance
- Data encryption standards
- Role-based access control (RBAC)
- Multi-factor authentication (MFA)
- Incident response plans
- U.S.-based data storage requirements
