Electric Vehicle Charging Assistance Program (EVCAP) Round 2

Background
The Virginia Department of Energy (Virginia Energy) is launching the Electric Vehicle Charging Assistance Program (EVCAP) Round 2 to increase electric vehicle supply equipment (EVSE) in underserved areas across the Commonwealth.

The initiative aims to address gaps in charging infrastructure and foster electric vehicle adoption, particularly in historically underserved communities. This program represents a significant step towards a cleaner and more sustainable future, ensuring equitable access to EV infrastructure.

Work Details
Projects funded under EVCAP will include the purchase and installation of electric vehicle chargers in underserved communities. Eligible activities encompass:
- Purchase and installation of EV chargers.
- Deployment of EV charging infrastructure with data collection on usage, accessibility, and community impacts.
- Applicants are encouraged to leverage additional funding and coordinate with complementary programs.

Metrics for evaluation include the number and type of EV charging equipment installed, geographic information on project sites, and existing publicly accessible charging ports.

Period of Performance
The period of performance for this contract extends through December 2027.

Place of Performance
The contract will be performed across various underserved communities within the Commonwealth of Virginia.

Bidder Requirements
Eligible applicants include for-profit businesses or government-industry partnerships. All recipients must comply with federal requirements such as the Build America Buy America Act (BABA), Davis Bacon Prevailing Wage, and National Environmental Policy Act (NEPA). Awardees must maintain an active registration in SAM.gov and eVA.virginia.gov, complete financial vetting documentation, and submit environmental questionnaires for each work location.
