Background
The Virginia Workers' Compensation Commission (VWC) is an independent agency of the Commonwealth of Virginia responsible for overseeing the resolution of workers' compensation claims under the Virginia Workers' Compensation Act. The VWC is seeking proposals for Electronic Data Interchange (EDI) services to facilitate efficient and accurate reporting of injury data from employers, claim administrators, and insurance carriers. This contract aims to enhance data collection processes and improve communication with EDI Trading Partners.

Work Details
The contractor will provide software, data hosting, and analytic reporting services for standardized EDI services between VWC and its Trading Partners. Key deliverables include:

- Implementation of IAIABC Claims Release 3.1 EDI specifications.
- Management of First Report of Injury (FROI) and Subsequent Report of Injury (SROI) EDI transactions.
- Development of a web-based tool for small volume filers to submit accident data online.
- Daily processing and acknowledgment of FROI/SROI transactions in compliance with IAIABC standards.
- Reporting analytics tools for managing data quality and EDI processing.
- Technical support for VWC staff and Trading Partners, including training sessions as required.
- Compliance with Service Level Agreements (SLAs) regarding turnaround times, error ratios, and user support response parameters.

Period of Performance
The contract will commence on March 1, 2025, and conclude on February 28, 2027. It includes options for up to four additional one-year renewals.

Place of Performance
The services will be performed at the contractor's own workspace; however, all deliverables must be submitted to the Virginia Workers’ Compensation Commission located at 333 East Franklin Street, Richmond, VA 23219.
