Economic Development - Redevelopment Consultant

Background
The City of Manassas Park, Virginia is soliciting proposals for economic development and redevelopment consulting services. The City aims to enhance its commercial real estate landscape through Business Retention, Expansion, Attraction, and Creation (BREAC) initiatives.

The selected firm will work closely with the City and the Economic Development Authority (EDA) to facilitate mixed-use, commercial, and industrial development projects. Preference will be given to firms with experience in Manassas Park and the surrounding Prince William County region.

Work Details
The consultant will provide comprehensive economic development services including:
1) Business Retention, Expansion, Attraction, and Creation (BREAC) consulting;
2) Mixed-use, commercial, and industrial development strategies;
3) Assistance in utilizing economic development incentive programs;
4) Recruitment efforts for new businesses;
5) Collaboration with the City’s Economic Development Authority on various projects.

The consultant is expected to deliver a performance/results-based fee structure without fixed annual fees.

Period of Performance
The anticipated contract commencement date is August 1, 2025, with an initial term of one year. The contract may be renewable for four additional one-year periods at the City's discretion.

Place of Performance
Services will be performed within the City of Manassas Park, Virginia.

Bidder Requirements
Firms must demonstrate experience in business recruitment and economic development consulting. Experience working with public entities is preferred. Proposals should include a letter of introduction detailing the vendor's qualifications, key personnel information, previous experience relevant to this scope of work, and a cost outline based on performance/results.
