Background
The City of Portsmouth, Virginia is seeking bids for the Portsmouth Seawall Repairs adjacent to High Street Inlet. Bidders must have a Class 'A' Contractor's License registered with the Commonwealth of Virginia. They are encouraged to utilize M/WBE firms in their bids and must comply with M/WBE goals set at 10% for this project.
