E501 - Portsmouth Seawall Repairs Adjacent to High St Inlet

Background
The City of Portsmouth, Virginia is seeking bids for the Portsmouth Seawall Repairs adjacent to High Street Inlet. This project aims to replace sections of the seawall that were damaged by ferry operations, restoring its full functionality. The contract will be governed by the laws of the Commonwealth of Virginia and aims to comply with all applicable federal, state, and local regulations.

Work Details
The work under this project includes:
1. Replacing missing or damaged railing at the Portsmouth Seawall.
2. Replacing a 13-pile dolphin as detailed in the attached sketches.
3. The contractor is responsible for obtaining all necessary permits and inspections prior to starting work.
4. Additional incidental work may include mobilization, demobilization, de-watering, shoring, special bidding, site restoration, erosion and sediment control measures, and notification of adjacent property owners at least 48 hours before commencing work.

Period of Performance
The contractor must begin work within 15 calendar days of receiving notice of award and complete all work within 60 calendar days from the notice to proceed.

Place of Performance
All work will be performed at the Portsmouth Seawall adjacent to High Street Inlet in Portsmouth, Virginia.

Bidder Requirements
Bidders must have a Class 'A' Contractor's License registered with the Commonwealth of Virginia. They are encouraged to utilize M/WBE firms in their bids and must comply with M/WBE goals set at 10% for this project. Bidders must submit documentation demonstrating good faith efforts if they do not meet these goals.
