Background
The City of Portsmouth, Virginia is issuing a solicitation for the construction of the Portsmouth Housing Resource Center. This project aims to create a one-stop shop facility that provides various services for up to 54 single displaced individuals experiencing homelessness. The center will include short-term housing units, day services, a learning center, dining services, and health care facilities.

The project is part of the city's initiative to address homelessness and provide comprehensive support services.

Work Details
The project involves constructing a four-story facility with a total area of 31,155 gross square feet (GSF). The building will feature:
- **Short-Term Singles Housing**: 50 sleeping units for male and female occupants, including 4 ADA accessible units.
- **Day Services**: Areas for reception/waiting, day use gathering, laundry facilities, mail services, toilets/showers, and operational support.
- **Learning Center**: Instructional spaces and breakout rooms.
- **Dining Services**: A dining area with full-service kitchen facilities.
- **Health Center**: Comprehensive primary care services including exams, immunizations, health education, nutrition counseling, medication assistance, and laboratory services.
- **Intake and Facility Operations Center**: Reception/waiting areas, office suites, conference rooms, and program support spaces.

The construction will utilize metal studs and steel framing with concrete slab floors. The exterior will consist of brick veneer and metal wall panels with storefront and curtain wall glazing systems.

Period of Performance
The project is scheduled to commence upon contract award with an expected completion date following the standard construction timeline as outlined in the contract documents.
