DOC-26-004 - I-CON Plumbing Supplies

Background
The Commonwealth of Virginia, through the Department of Corrections, is issuing this Invitation for Bids (IFB) to establish a term contract with a qualified contractor for the provision of I-Con Plumbing Supplies on an 'as needed' basis. These supplies will be utilized at various DOC facilities throughout the Commonwealth. The contract aims to ensure that plumbing supplies are sourced exclusively from I-CON Systems, Inc., with no substitutes allowed.

Work Details
The contractor is required to furnish and deliver all plumbing supplies as requested by the Virginia Department of Corrections (DOC) from I-CON Systems, Inc. There are no on-site services required under this contract; the DOC will handle installation. The contractor must provide a quote including delivery date prior to issuance of a Purchase Order. Upon receipt of a purchase order, the contractor must deliver the requested plumbing supplies to the specified location within 15 calendar days. If supplies cannot be delivered within this timeframe, the DOC may procure them from other sources without penalty.

Period of Performance
The contract period will commence upon award and will last for one year, with potential for renewal as outlined in section V, paragraph G.

Place of Performance
The contract will be performed at various DOC facilities located throughout the Commonwealth of Virginia.

Bidder Requirements
Bidders must be registered in eVA to submit electronic bids. The solicitation is set-aside for DSBSD-certified micro businesses or small businesses, including women-owned and minority-owned businesses. Bidders must submit a Small Business Subcontracting Plan and comply with all applicable laws and regulations regarding non-discrimination and employment practices.
