Description

The City of Chesapeake, VA is seeking proposals to establish a contract for professional consulting services to assist in conducting a DEI evaluation as a foundation toward building a more equitable and inclusive organization for employees and the individuals we serve. Background
The City of Chesapeake, VA, with a population of 252,000, is the second largest city in Virginia. The city aims to build a more equitable and inclusive organization for its employees and the individuals it serves. This initiative is part of the city's mission to integrate cultural diversity programming across all platforms.

Chesapeake Integrated Behavioral Healthcare (CIBH) is the public provider of behavioral health services in the area and is required to enhance its workforce's knowledge and overall diversity as directed by the Virginia Department of Behavioral Health and Developmental Services (DBHDS).

Work Details
The contractor will provide professional consulting services to conduct a Diversity, Equity, and Inclusion (DEI) evaluation for CIBH. The scope includes:

1. Assessment of Current Landscape: Evaluate CIBH's healthcare and administrative functions regarding inclusivity across various socio-cultural characteristics such as race, ethnicity, socio-economic status, sexual orientation, gender identity, age, and religious beliefs. This includes reviewing CIBH policies, organizational structure, community engagement initiatives, and staff knowledge on DEI principles.

2. Deliverables:
- DEI Assessment: A comprehensive analysis documenting strengths and weaknesses in DEI practices within CIBH.
- Blueprint for Organizational Transformation: Recommendations for measurable DEI goals with both short-term (5 years) and long-term (5-10 years) objectives. This should include plans for outreach to non-English speaking community members, culturally competent care training resources for staff, and strategies to create an inclusive environment.
- Executive Summary: A summary of findings and recommendations for internal stakeholders.
- DEI Report and Presentation: A formal presentation detailing findings to CIBH leadership.

Period of Performance
The contract will be effective for one year from the date of execution with no renewal options.
